About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W4VYAA US ARMY INTELLIGENCE AND SECURITY CMD.

Duties

Serve as the principal action officer for the INSCOM-wide Freedom of Information Act (FOIA) and Privacy Act (PA) programs, with authority to administer and implement policies, procedures, and training to ensure effective and efficient operations.,Independently review and analyze FOIA/PA requests and responsive records, including highly sensitive and classified materials.,Ensure that all disclosures comply with Department of Defense directives, national security protocols, and legal requirements as defined in Executive Orders like 13526.,Advise top-level INSCOM officials on complex, controversial, or precedent-setting FOIA/PA issues.,Offer technical guidance to coordinators across the command to maintain consistency with Army and DoD standards.,Interpret and advise on new developments in legislation, court decisions, and congressional initiatives affecting FOIA/PA.,Recommend policy changes and provide input to enhance program effectiveness and compliance.,Coordinate extensively with internal organizations, Department of the Army, combatant commands, sister services, and other federal agencies to resolve technical questions and process requests efficiently.,Perform thorough searches for requested information, certify "no records" findings when necessary, and ensure proper records management in accordance with regulations like AR 25- 400-2 (ARIMS).

In order to qualify, you must meet the requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as having two or more of the following: Experience processing Freedom of Information Act (FOIA) and Privacy Act (PA) requests, which may include handling sensitive and classified materials, to ensure compliance with the organization directives and security protocols. Experience providing technical guidance on FOIA/PA issues, including interpreting relevant legislation, executive orders, and/or court decisions to ensure effective program implementation. Experience coordinating with internal organizations and other agencies to resolve technical questions related to FOIA/PA requests. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GG/GS - 11) You will be evaluated on the basis of your level of competency in the following areas: Audit Reporting Compliance Policy and Compliance Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
