Duties

Serves as the Freedom of Information Act/Privacy Act Section (FOIA/PA) expert on statutory and regulatory requirements, obligations, decisions, policies, practices, and precedents and procedures. Directly supervises and evaluates the work performance of all FOIA/PA Specialist within the section. Provides final approval to FOIA responses prepared by FOIA/PA Specialist and attorneys. Assists attorneys and FOIA/PA Specialists with FOIA/PA litigation and serves as lead specialist in complex litigation in which he/she processed the initial request. Assesses training needs, develops training, and trains FOIA/PA Specialists, attorneys newly assigned to the FOIA/PA Section, and other groups as requested by OGC’s Legal Training Section.

Qualifications

To be considered for the position, you must meet the following qualification requirements: Education: GS-13 and GS-14: There is no substitution of education for specialized experience for this position. Experience: GS-13 and GS-14: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in federal service. To be creditable, this experience must have equipped the applicant with the particular qualifications to successfully perform the duties of the position, and must typically be in or related to the position to be filled. Some examples of this qualifying experience are: GS-13: Experience processing Freedom of Information Act requests, to include reviewing and properly applying exemptions to law enforcement sensitive records containing personally identifiable information while ensuring government transparency is promoted. Experience preparing declarations and processing records in support of Freedom of Information Act litigation and in working with and providing critical support to attorneys representing a party in FOIA litigation. Experience utilizing Freedom of Information Act or similar data intensive databases to include uploading records, using redaction and other software tools, ensuring personally identifiable information is protected, and managing workload. GS-14: Experience processing complex Freedom of Information Act requests, to include reviewing and properly applying exemptions to voluminous law enforcement sensitive records containing significant amounts of personally identifiable information while ensuring government transparency is promoted. Experience processing Freedom of Information Act requests, to include reviewing and properly applying exemptions to law enforcement sensitive records containing personally identifiable information while ensuring government transparency is promoted. Experience preparing declarations and processing records in support of Freedom of Information Act litigation subject to court-imposed schedules and in working with and providing critical support to attorneys representing a party in FOIA litigation. Experience utilizing Freedom of Information Act or similar data intensive databases to include uploading records, using redaction and other software tools, creating correspondence, identifying issues, ensuring personally identifiable information is protected, and managing workload. If applicable, credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as number of hours worked per week) spent in the activities. **Your eligibility for consideration will be based on your responses to the questions in the application.**
