Summary
As a Government Information Specialist (Privacy) at the GS-0306-14, you will be part of Office of the Executive Secretariat, Privacy, and Information Management, Office of Personnel Management. If selected, you will be responsible for advising and coordinating throughout OPM on the execution and monitoring of an effective privacy program, ensuring that all privacy activities adhere to requirements, and providing expert guidance, technical assistance, training, and program development.
Duties
Provides subject matter expertise and advice on federal privacy law, policy, and processes, guidelines, and other relevant privacy provisions in policies, legislation, and regulation. Develops requirements for complying with such policy and legislation; advises on compliance. Develops processes and procedures, integrating them with guidance provided by Congress, the Office of Management and Budget, the Government Accountability Office (GAO) and other central management agencies. Develops and leads initiatives to evaluate and assess privacy risks in programs, operations, records, and technology involving personally identifiable information as well as develops and implements processes and activities to monitor privacy compliance and privacy program effectiveness, including the measurement of program results. Formulates strategies and plans for the implementation of privacy policy and practices throughout the information lifecycle in order to meet Government measurements to incorporate privacy standards and compliance in information systems. Evaluates the effectiveness of OPM privacy policies and practices in meeting established plans and objectives and identifies ways to mitigate gaps. Analyzes, evaluates, and develops recommendations for improvement of privacy practices as they affect the operation of key organizational functions. and responsibilities. Performs quality assurance reviews on deliverables and ensures that they are of high quality, address and resolve key issues, evaluates efficiency to determine compliance to improve the processing services. Supports the development of privacy policies and procedures that align and comply with privacy law and governmentÂwide privacy policy assessing privacy risks associated with agency programs, operations, and technology. Leads special projects and is responsible for managing and facilitating effective planning sessions with key subject matter experts (SME) to properly develop project plans. Maintains current knowledge to answer questions from team members on procedures, polices, and directives. Facilitates coordination meetings and provides project status to all levels of stakeholders.

Qualifications
For the GS 14: You must have at least one full year of specialized experience performing all of the following: Developing, implementing, and maintaining privacy policies and procedures. Providing guidance or advice on privacy policy, law, and process; assessing privacy risks associated with programs, operations, records, and technology Drafting Privacy Act Systems of Records Notices (SORNs) Reviewing agreements which govern the sharing of data (e.g., Data Sharing Agreements/DSAs, Data Usage Agreements/DUAs, Information Exchange Agreements/IEAs, Computer Matching Agreements/CMAs) Implementing processes and activities to ensure privacy compliance and privacy program effectiveness. You must meet all qualification and eligibility requirements by the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
